The NHBRC is is a statutory body and by law, all home builders have to be registered with the Council and have to comply with the Councils building quality standards. The NHBRC protectc housing consumers by monitoring quality standards in the home building industry and providing assistance to housing consumers in circumstances where major structural defects occur and where home builders fail to meet their obligations in terms of the Act.

The Eaab achieves regulation through: Preventing unsuitable persons from entering the industry; Adminstering a qualifying examination for new applicants; Investigating complaints concerning improper estate agency conduct; Imposing disciplinary on estate agents found, and Reimbursing consumers who have suffered financial loss through the theft by estate agents of trust monies, from its Fidelity Fund.
